Become a Step Up Testing and Assessments Provider in Florida
Psychoeducational evaluations, standardized tests, AP exams, industry certifications, and career and interest assessments are all services Step Up scholarship families can pay for, when the person administering them is approved in EMA, Step Up's online system. This category fits certified teachers, psychologists, school psychologists, trained test proctors, schools, and testing organizations, which is why it is easy to miss: many evaluators never think of themselves as Step Up providers.
This page covers how approval works for testing and assessments: who this category is for, the four credential routes, how approval covers every assessment you administer, and the mistakes that slow applications down. Step Up reviews every application and makes every approval decision.

What Families Can Pay You For
This category covers eligible assessments: psychoeducational evaluations, nationally and state standardized tests, AP exams, industry certifications, career and interest assessments, and initial or re-evaluation assessments. FES-UA covers standardized testing and academic fees and needs a qualifying diagnosis or an IEP, with no use during full-time public school enrollment. PEP covers testing and assessment fees, including standardized tests, AP exams, and career and placement assessments, for parent-directed education. The Private School Scholarship covers standardized testing fees with money left after a student's tuition and fees are paid.
One structural fact makes this category simpler than most: approval is granted once, based on your credential. You do not submit a separate application for each assessment you administer. Each assessment itself still has to be an eligible assessment, and after approval you list your specific services in the EMA Marketplace catalog, where families find them.
Transition assessments, the kind tied to a student's move from school to work or post-school life, are covered under FES-UA only.
What It Takes
Step Up recognizes four credential routes in this category:
- Certified teacher: a valid Florida educator's certificate, or a valid professional standard teaching certificate from another state
- Psychologist: an active Florida Department of Health psychologist license
- School psychologist: an active Florida Department of Health license as a school psychologist (license prefix SS)
- Approved proctor: for standardized test administration only, documentation of completed training to administer a specific Florida Department of Education-approved standardized test
The account shape follows the applicant. Individuals apply with a Personal account linked to an approved Business account. An eligible private school applies with a School account. An approved Home Education Instructional Program or Virtual Instruction Program applies with a Business account.
One test has its own rule: FAST assessments (the Florida Assessment of Student Thinking, the state standardized test) must be administered by a certified teacher at a district-approved location under approved testing conditions.
Mistakes That Slow Testing Applications Down
- An expired or invalid credential.
- Working outside your credentialed scope, for example administering a psychological assessment without the proper psychology license.
- A Personal account that is not linked to an approved Business account (for individual providers).
Questions Providers Ask
Do I apply once, or once per test?
Once. Approval is based on your credential, not on each test, and you do not submit a separate application for each assessment you administer. Each assessment you offer still has to be an eligible assessment, and you list your services in the EMA Marketplace catalog after approval.
I only proctor standardized tests. Is there a route for me?
Yes. Approved proctors form their own credential route in this category, for standardized test administration only, with documentation of completed training to administer a specific Florida Department of Education-approved test.
Which scholarships pay for testing?
FES-UA, FES-EO, FTC, and PEP. FES-UA covers standardized testing and academic fees, PEP covers tests, AP exams, and career and placement assessments, and the Private School Scholarship covers standardized testing fees from funds left after tuition and fees.
How do families pay me?
Step Up can pay you directly through EMA, or the family pays you and requests reimbursement.
Can I give the FAST test?
FAST assessments must be administered by a certified teacher, at a district-approved location, under approved testing conditions.
