Become a Step Up Speech Therapy Provider in Florida
Speech-language therapy helps a child speak, understand language, and communicate. Families across Florida hold Unique Abilities (FES-UA) scholarship accounts they can spend on exactly this service, but they can only pay providers Step Up has approved in EMA, its online system. Approval is what puts you in front of those families: once Step Up approves you, families can find you in the provider directory inside EMA and pay you with scholarship funds.
This page covers what approval involves for a speech-language pathologist: the one scholarship that pays for speech therapy, the credential routes Step Up recognizes, how payment reaches you, and the mistakes that slow applications down. Step Up reviews every application and makes every approval decision. This guide shows you the shape of the process before you start.

What Families Can Pay You For
FES-UA covers speech-language therapy as one of its specialized services. A family can pay you for therapy sessions through Direct Pay in EMA, or pay you themselves and request reimbursement from their scholarship account.
Two family-side rules shape this work, and they are worth knowing before you apply. A child needs a qualifying diagnosis or an IEP for FES-UA, and FES-UA cannot be used while a child is enrolled full time in a public school, because the school district provides speech services to its own students at no cost to families. Your FES-UA caseload will come from private school, home education, and preschool families, and from children whose families have chosen services outside the public school day.
Online and telehealth delivery counts. Step Up treats telehealth speech therapy as an eligible way to deliver the service, and services may be delivered outside Florida if you are credentialed.
What It Takes
Step Up recognizes three credential routes for specialized services:
- A Florida Department of Health license for your specific service, with a clear, easy-to-read license number, or
- Agency for Persons with Disabilities (APD) provider approval, or
- Specialized Instructional Services (SIS) Provider approval from the Office of Early Learning.
You charge only within your approved specialty area. A speech-language pathologist bills for speech-language services, not for another discipline's work.
Most speech therapists apply with a Business account and a Personal account. Assistants and interns work under a fully credentialed supervising therapist: they cannot create Business accounts, and they link as Personal account holders under the supervising therapist instead. The Business account must be approved before a Personal account can link to it.
Mistakes That Slow Speech Therapy Applications Down
- An unclear license number. Step Up explicitly flags license uploads where the number is hard to read. This is the most avoidable delay in the category.
- An expired license, or one with restrictions or disciplinary action.
- Billing outside your approved specialty area, for example charging for a service that belongs to a different discipline.
- Applying for services FES-UA does not cover. Massage therapy, acupuncture, and chiropractic are not covered services, no matter how the application is framed.
Questions Providers Ask
Which scholarship pays for speech therapy?
Unique Abilities (FES-UA) is the only Step Up scholarship that covers speech-language therapy. Therapy categories sit under FES-UA; the other scholarships do not have a therapy category.
Do I need a Florida license?
The main route is a Florida Department of Health license for your specific service. Step Up also recognizes Agency for Persons with Disabilities provider approval and Specialized Instructional Services Provider approval from the Office of Early Learning. Whichever route you use, the credential has to match the service you will bill for.
Can I provide speech therapy by telehealth?
Yes. Online and telehealth delivery is eligible in this category, and services may be delivered outside Florida if you are credentialed to deliver them.
How do families pay me?
Two ways. Step Up can pay you directly through EMA (Direct Pay), or the family pays you and requests reimbursement from their FES-UA account. Both run through your approved EMA listing.
Can my assistant or intern see scholarship students?
Assistants and interns must work under a fully credentialed supervising therapist. They cannot create Business accounts; they link as Personal account holders under the supervising therapist's approved Business account.
